However, this requires some understanding of the server's operating system, such as how much backlog queue space it allocates and how long it will keep the TCB in the SYN-RECIEVED state before timeout and discarding the TCB. For example, an attacker can send a certain number of SYN packets that are exactly the size of the backlog queue, and their cycles are just the time when the TCB is recycled, thus making the server permanently unavailable.
